Gravity Main Renewals Programme

Gravity Main Renewals Programme

Client:
Fulton Hogan Limited – Rotorua Branch (Principal: Rotorua Lakes Council)
Location:
Rotorua

The original subcontract works comprising two packages of gravity wastewater mains renewals works with 70% of the lining complete within five months (and well ahead of programme) by a specialist lining company prior to March Cato Lining being formed and employing the same staff involved on this work.

These first two packages were located across the CBD, Glenholme, Hillcrest, Owhata, Fordlands, and Fenton Park areas with the work scope involving cleaning / flushing (including the removal of protrusions – mainly lateral protrusions), CCTV survey, confirmation / recommendation of the best renewal method (lining or open trench replacement), pipe lining, installation of LJRs and post-lining CCTV survey.

Approximately 2km of existing DN100 to DN900 wastewater pipelines (ranging from asbestos concrete, concrete, earthenware, vitclay and PVC) were lined using SWL, Spiraline X. The remaining 670m was completed by March Cato Lining in early February 2026 with 95 LJRs installed.

The majority of the pipelines are located in private property (built up residential and commercial / industrial business areas), as well as under road reserve (footpaths, grassed berms and carriageway – including SH 30A with high traffic volumes).

The pre-lining investigative works commenced in October 2024, involving flushing, CCTV and pipe condition assessment including reporting. It was found the condition assessment varied considerably from the original CCTV information provided for the contract.

The lengths of sewers that were lined ranged in length from a minimum of 9m to a maximum of 175m, with depth to invert ranging from 1m to 4m. Based on the location of the manholes used for access, this involved working in approximately 65% of private properties, 5% of commercial properties and 30% in the road reserve.

March Cato Lining is currently completing the work package for the 3rd year Renewals involving the lining of approximately 670m of DN100, DN150, DN300 and DN600 of the same above pipe materials and in the same areas also noted above including Mangakakahi; and approximately 95 LJRs. This package also included the flushing, CCTV and pipe condition assessment including reporting.

In general, March Cato Lining’s work scope for the 3rd year Renewals included:

  • The supply and operation of all plant, equipment and materials for pipe cleaning, large number of protrusions removed, unblocking and removing encrusted deposits, CCTV camera systems, the lining of agreed wastewater lines
  • Procurement of SWL and LJRs including installation
  • Preparation and work under our own site-specific Health and Safety, and Environmental Management Plans
  • Management of quality for the lining works through our own quality assurance system
  • Liaison with affected property owners / occupiers, and for access to private property etc
  • Regular / daily communications with the Main Contractor for any civils works and TTM requirements
  • Regular liaison with progress updates to the Main Contractor’s representative.

Relevance

  • Achieving successful outcomes lining gravity sewer lines of the same diameter, and located in similar environments (private property, road reserve)
  • Collaborative Approach: The collaboration established between all parties (the Main Contractor, Principal and key March Cato Lining staff has contributed to the success of the subcontract works to date. This also included identifying and resolving issues / risks in advance of lining (such as some of the civil works required to provide access to the pipelines for the lining operations). In addition, this collaboration is driving efficiencies and effective delivery of critical works ahead of the contract timeframe and with minimal disruption to both operational flows and affected stakeholders
  • Advanced Rehabilitation Techniques: Implementing the use of SWL (as opposed to a CIPP or Form-and-Fold liners) while allowing the existing pipeline to remain operational (i.e. no temporary flow management or bypass pumping required or pump station shutdowns or involvement from Council’s Maintenance contractor), although we did have only one line in the CBD potentially requiring some flow management as the line serviced more than 200 rooms in a hotel and motel and also serviced three laundromats. This pipe was running at 80% during peak flows. March Cato Lining were able to line this pipe with Spiraline X without issue, but required a sucker truck during the installation of the Latseal LJRs due to the shallow manholes and lack of upstream storage
  • Stakeholder and Traffic Management: Maintaining access for property owners / occupiers and businesses; or if access was temporarily unavailable, this was managed through early consultation and approved TTM measures
  • Maintaining traffic flows through major intersections (including along SH30) without disruptions.
